CX – Policy Debate Format

Policy debate is the most advanced and technical event that exists. This event is sometimes referred to as CX debate and has a topic that changes annually. A single topic each year sounds simple enough, but with the amount of technical jargon, organization, and speed reading required this event it will certainly keep you on your toes.

In Policy Debate there will always be an affirmative team and a negative team. The side you will be defending will be determined by the tournament prior to the beginning of the round. Each team consists of two members; the first speaker and the second speaker. The speaking times can be found below.

Policy Debate Format and Times

8 minutes – 1AC – First Affirmative Constructive

3 minutes – CX – First Cross Examination

8 minutes – 1NC – First Negative Constructive

3 minutes – CX – First Cross Examination

8 minutes – 2AC – Second Affirmative Constructive

3 minutes – CX – First Cross Examination

8 minutes – 2NC – Second Negative Constructive

3 minutes – CX – First Cross Examination

5 minutes – 1AR – First Affirmative Rebuttal

5 minutes – 1NR – First Negative Rebuttal

5 minutes – 2NR – Second Negative Rebuttal

5 minutes – 2AR – Second Affirmative Rebuttal

Policy Debate Prep Time

The debaters will also receive 5 minutes of prep to use throughout the round. This time doesn’t have to be used all at once and can be taken at anytime between speeches. It’s important to write down both teams remaining prep in order to avoid any potential problems.

Policy Debate Learning Curve

Knowing the times is just one piece of the policy debate puzzle. Before going into a round I would highly recommend learning some of the jargon and looking into the formatting of each type of argument (Advantage, Disadvantage, Counterplan, Kritiks, etc…). This event can be incredibly frustrating at times, but once you’ve reached the top of that learning curve you’ll be happy you stuck with it.
